Tuzelbayev Yergali Oshpanbaevich, was born in the city of Alma-Ata, 1955. In 1962 went to secondary school No. 93, where studied until 1970, and then continued at school No. 22. After graduation, in 1972, entered the Karaganda Higher Police School of the USSR Ministry of Internal Affairs, successfully graduated in 1976 and was sent to further service in the Kalininsky District Department of Internal Affairs (ROVD) of the Almaty Internal Affairs Directorate (UVD), worked as an inspector, after a while a senior inspector of the criminal investigation department.

In 1980 was appointed a chief of ROVD staff, then was sent to the post of senior inspector of the Criminal Investigation Department at the Main Criminal Investigation Department of the Ministry of Internal Affairs of the Kazakh SSR, where worked until 1983.

Then I was transferred to the Karaganda Higher Police School of the USSR Ministry of Internal Affairs as the head of the main combat unit course.

Since 1987 till 1988 worked as a lecturer at the Department of Administrative Law and Administrative Activities of the Internal Affairs Directorate.

In 1988 entered the full-time postgraduate course of the All-Union Scientific Research Institute of the Ministry of Internal Affairs of the USSR, successfully graduated in 1991, defended thesis and received a PhD in Law.

Later was appointed as a senior lecturer of the Management and Psychology Department of the Karaganda Higher Police School of the Ministry of Internal Affairs of the Republic of Kazakhstan.

1992-1994 worked as the Chief Inspector of the Main Directorate Headquarters of the Ministry of Internal Affairs of the Republic of Kazakhstan, then in 1994, on the recommendation of the Ministry of Internal Affairs of the Republic of Kazakhstan, was sent to the Administration of the President of the Republic of Kazakhstan as a senior expert, then was appointed as a head of the law enforcement sector in the Secretariat of the Security Council of the Republic of Kazakhstan.

In 1997 was transferred to the Almaty fire-technical school of the Ministry of Internal Affairs of the Republic of Kazakhstan as the head of the faculty.

In 1998 was sent to a similar position at the Almaty Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan, where worked until 2001.

In the same year, I was appointed as a head of the educational institutions and professional training personnel work department of the Ministry of Internal Affairs of the Republic of Kazakhstan.

Then was the head of the Kostanay Law Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan.

In 2003 was transferred as the head of the Shymkent Law College of the Ministry of Internal Affairs of the Republic of Kazakhstan.

In 2005 successfully defended doctoral dissertation and received the degree - Doctor of Law.

In 2009, was appointed as a head of the Aktobe Law College of the Ministry of Internal Affairs of the Republic of Kazakhstan. In connection with the reorganization in 2010, was appointed as a head of the Aktobe Law Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan and retired from this position in 2013 regarding the retirement age.

I have published over 110 scientific works, 2 textbooks (monographs) and over 10 teaching manuals.

Received thanks letters from the President of the Republic of Kazakhstan N.A. Nazarbayev.

I am married and have two children.

Тузельбаев Ергали Ошпанбаевич

Тузельбаев Ергали Ошпанбаевич родился в 1955 году в городе Алма-Ате. В 1962 году пошел в среднюю школу №93, где проучился до 1970 года, а затем продолжил учиться в школе №22, после окончания, в 1972 году, поступил в Карагандинскую Высшую школу милиции МВД СССР, успешно закончил в 1976 году и был направлен для дальнейшего прохождения службы в Калининский РОВД УВД г. Алматы, проработал инспектором уголовного розыска, старшим инспектором уголовного розыска.

В 1980 году назначен начальником штаба РОВД, затем направлен  на должность  старшего инспектора Уголовного розыска в Главное Управление уголовного розыска МВД КазССР, где проработал до 1983 года.

Далее переведен в  Карагандинскую высшую школу милиции МВД СССР на должность начальника курса основного строевого подразделения.

С 1987 по 1988 гг. работал преподавателем кафедры Административного права и Административной деятельности ОВД.

В 1988 году поступил в очную адъюнктуру Всесоюзного научно-исследовательского института МВД СССР, успешно закончил в 1991 году, защитил кандидатскую диссертацию, получил ученую степень кандидата юридических наук.

В дальнейшем  назначен старшим преподавателем кафедры управления и психологии Карагандинской высшей школы милиции МВД Республики Казахстан.

С 1992 по 1994 гг. работал Главным инспектором инспекции Штаба Главного управления МВД Республики Казахстан, затем в 1994 году по рекомендации МВД РК направлен  в Администрацию Президента Республики Казахстан старшим экспертом, затем был назначен заведующим сектора по правоохранительным органам в секретариате Совета Безопасности РК.

В 1997 году был переведен в Алматинское пожарно-техническое училище МВД РК на должность начальника факультета.

В 1998 году был направлен на аналогичную должность в Алматинскую академию МВД Республики Казахстан, где проработал до 2001 года.

В этом же году был назначен начальником управления учебных заведений и профессиональной подготовки Департамента кадровой работы МВД РК.

Затем начальником Костанайского юридического института МВД Республики Казахстан.

В 2003 году был переведен начальником Шымкентского юридического колледжа МВД РК.

В 2005 году успешно защитил докторскую диссертацию и получил ученую степень  доктора юридических наук.

В 2009 году был назначен начальником Актюбинского юридического колледжа МВД РК. В связи с реорганизацией в 2010 году был назначен начальником Актюбинского юридического института МВД РК и в 2013 году ушел с этой должности на пенсию  в связи с достижением пенсионного возраста.

Мною выпущено свыше 110 научных работ, 2 учебника (монографии) и свыше 10 учебно-методических пособий.

Имею Благодарственное письмо Президента Республики Казахстан Н.А.Назарбаева.
